Communities at Risk: Security Infrastructure Program (SIP)

The Communities at Risk: Security Infrastructure Program is designed to help communities at risk of hate-motivated crime improve their security infrastructure, which will help make Canada safer for all Canadians.

Public Safety Canada receives applications from December 1st to January 31st and from June 1st to July 31st of each year. Applicants are encouraged to submit their applications well in advance of the anticipated start date of their project.

Eligible applicants

Funding is available to not-for-profit organizations linked to a community at risk of being victimized by hate-motivated crime. The funds help with the costs of security infrastructure improvements for places of worship, provincially and territorially recognized educational institutions, and community centers.

Crown Corporations, public institutions, for-profit organizations and individuals are not eligible for funding.

Funding criteria

Approved projects may receive up to 50% of total project costs to a maximum of $100,000 per project. Proposals may be approved in their entirety or in part.

Applicants must demonstrate that they are able to provide cash and in-kind contributions amounting to at least 50% of the total project costs. These contributions must be from non-governmental sources and must be confirmed at the time the application is submitted.

In-kind contributions include labour, equipment and expertise. In-kind contributions can serve as an organization’s funding commitment to the project; these contributions must be detailed in the project proposal and assigned a fair market value.

SIP funding cannot be used in combination with any other federal/provincial/ territorial/regional/municipal government fundingthe applicant for the same purpose, activities and eligible costs.

Successful applicants will be required to submit a final project report to Public Safety Canada three months after project completion.

How to Apply

Submission

Completed applications must be submitted electronically to ps.sip-pfpis.sp@canada.ca. The maximum file size limit for email attachments is 10Mb. The assessment of applications will be based on the material included with the original electronic submission.

Funding decisions are made based on bi-annual review sessions, held in the spring and fall. Applicants will be notified of the status of their respective applications within weeks of their review session.
